Under the law, over the counter whitening products cannot contain more than 6% hydrogen peroxide (the active ingredient that whitens teeth). Because of the low concentration, these tend not to be as effective compared to professional whitening. Since professional whitening is done under supervision, the concentration of hydrogen peroxide used can be much higher (up to 38%) and thus more effective.
